I'm not sure. But according to Biden the television did, and FDR was President, not Herbert Hoover. As for the Biden Gaffe Machine, it's alive and well in 2008. From Powerline:

We're beginning to understand why Barack Obama chose Biden: he was the only potential Veep candidate who knows even less about history than Obama.
